Police has transferred and promoted 21 senior officers in a reshuffle affecting key departments, including criminal investigations, traffic and road safety, and logistics and engineering.
The changes, announced by Inspector General of Police (IGP) Abas Byakagaba in a message circulated to police units on September 8, 2026, take immediate effect.
The affected officers include commissioners of police, assistant commissioners, senior superintendents, superintendents and assistant superintendents.
Among the senior changes, Commissioner of Police Richard Ecega has moved from the Inspectorate Department at Police Headquarters to the Directorate of Logistics and Engineering, where he will serve as acting deputy director.
Commissioner of Police Thomas Kasimo, formerly in charge of collation in the Crime Intelligence Directorate, has also been transferred to the Directorate of Logistics and Engineering as acting deputy director responsible for classified stores.
Kasimo replaces Commissioner of Police Charles Ssebambulidde, who has been transferred to the Ministry of Internal Affairs as Commissioner for Peace and Security.
Commissioner of Police Lydia Kantono has moved from the Criminal Investigations Directorate (CID), where she served as deputy director of the Special Investigations Division, to Police Headquarters as head of the Inspectorate Department.
Assistant Commissioner of Police Henry Mugumya, who was acting commissioner in charge of the Political and Electoral Department at CID headquarters, has been appointed acting deputy director of the Special Investigations Division.
Several changes have also been made within the Directorate of Traffic and Road Safety, including a reshuffle of regional and metropolitan traffic commanders.
Senior Superintendent of Police Godwin Arinaitwe has been transferred from his position as Kampala Metropolitan Police (KMP) traffic commander to Police Headquarters.
Superintendent of Police Anthony Nkesiga, formerly at Traffic Police Headquarters, takes over as KMP traffic commander.
Superintendent of Police Zuheilo Semukaya Kisubika has moved from North West Nile, where he served as regional traffic officer, to KMP South in the same capacity.
His replacement in North West Nile is Superintendent of Police Gerald Joshua Otwom, who previously served as KMP South regional traffic officer.
In another change, Superintendent of Police Nasser Kizire, formerly regional traffic officer for Busoga East, has been transferred to KMP East as regional traffic officer.
Superintendent of Police Bruce Oinebye Kamunanwire moves from KMP East to Busoga East, effectively swapping positions with Kizire.
Superintendent of Police Godfrey Mwesigye, who served as KMP East regional traffic officer, has been transferred to Albertine North in the same role.
Meanwhile, Superintendent of Police Ruth Kyobutungi, formerly the Albertine North regional traffic officer, has been moved to KMP North as regional traffic officer.
The reshuffle has also affected the police fleet and logistics units.
Senior Superintendent of Police Charles Wadenga, formerly a vehicle fleet maintenance officer, has been transferred to the Marine Police in the same capacity.
Superintendent of Police Jasper Nduhukire, who served as a logistics officer with the Anti-Stock Theft Unit (ASTU), has taken over as the unit’s fleet maintenance officer.
Superintendent of Police Elem Kizito, formerly fleet management officer at KMP East, and Superintendent of Police Rose Aseku, who served as fleet management officer for the fire transport pool, have both been transferred to the Directorate of Human Resource Administration and Management for redeployment.
Superintendent of Police Denis Tayebwa, formerly fleet management officer for transport in KMP South, has been transferred to Naguru to serve in the same position.
Assistant Superintendent of Police Fatuma Kababi has moved from the Directorate of Logistics and Engineering at Police Headquarters to become fleet management officer at the Police Standards Unit headquarters.
At Police Training School Ikafe, Assistant Superintendent of Police Paul Mugetum, formerly a logistics officer, will also take on responsibility for fleet management at the training school.
Assistant Superintendent of Police Ronald Kumakech, who was fleet management officer for Aswa West Region, has been transferred to manage the Nsambya fleet pool.
