A shortlist of candidates for the highly coveted Kampala Capital City Authority (KCCA) Executive Director (ED) position has surfaced on social media, sparking lively debates among Ugandans about who might be the best fit for the role.
Among the familiar names are acting KCCA ED Frank Rusa Nyakaana, former Vision Group CEO Robert Kabushenga, and ex-NSSF managing director Richard Byarugaba. These three prominent figures are part of the 44 individuals who were shortlisted by the Ministry of Public Service for the role.
Kabushenga, a veteran journalist, climbed the ranks at The New Vision, eventually transforming the media house into a multimedia empire encompassing print, radio, TV, and digital media. After his successful tenure, he stepped down in January 2021 to pursue private business ventures, including a thriving coffee farming enterprise.
Byarugaba, an experienced banker, led Global Trust Bank before taking over as NSSF’s chief executive in 2017, a role he held until 2022, when his contract was not renewed. During his time at NSSF, Byarugaba became a prominent figure in Uganda’s financial sector.
Meanwhile, Rusa, currently the KCCA Director of Legal Affairs, previously served as the Executive Secretary of the Inter-Party Organisation for Dialogue. He has been acting as the KCCA ED since Dorothy Kisaka’s removal in September, following the Kiteezi landfill disaster. Kisaka, along with her deputy David Luyimbazi and former Director of Public Health Daniel Okello, was dismissed amid allegations of negligence, with criminal investigations into their actions ongoing.
The race for the ED position has garnered widespread attention, particularly due to the job’s significance in overseeing the administration of Uganda’s capital city. The Ministry of Public Service has specified that applicants must be Ugandan citizens holding a Bachelor’s degree from a recognized institution, as well as a Master’s degree in Law. Candidates must also possess at least 15 years of relevant experience in public administration, with at least three years served at a senior leadership level in government or a reputable organization.
The final shortlist is expected to be released on Friday, followed by interviews for the candidates. The exact dates for the interviews are yet to be announced.
The role of KCCA ED was established in 2011, with Jennifer Musisi serving as the first Executive Director. Musisi held the position until 2018 when she resigned. The office was occupied by Engineer Andrew Kitaka on acting basing until Dorothy Kisaka was appointed in 2020.
Ugandans now wait in anticipation to see who will take the reins as the next KCCA ED.
