Police have arrested three dismissed Kampala Capital City Authority (KCCA) top officials: former Executive Director Dorothy Kisaka, her deputy David Luyimbazi, and former Director of Public Health Daniel Okello.
“The above appeared at the CID headquarters today, October 16, 2024, and engaged with our team. Arising from the ongoing prosecution-led investigation, the three former officials of KCCA have been detained,” police spokesperson Kituuma Rusoke confirmed.
He said they will be arraigned before courts of law.
For starters, this investigation was launched on the orders of President Yoweri Museveni after he dismissed the three officials from their positions. Museveni’s directive called for a thorough probe into the incident, focusing on potential criminal negligence.
They are accused of negligence that contributed to the August 10 collapse of garbage at the Kiteezi landfill, which claimed 35 lives. Others remain trapped under the garbage, and many more were injured. The three officials have been criticized, particularly Kisaka, who allegedly ignored warnings about the landfill’s safety hazards to residents living nearby.
