Frank Nyakaana Rusa has been appointed the Acting Executive Director (ED) of Kampala Capital City Authority (KCCA) following the dismissal of Dorothy Kisaka. Rusa, who is the legal director at KCCA, takes up the role with immediate effect and will hold the office until a permanent officeholder is appointed.
Rusa joined KCCA in 2023, replacing Caleb Mugisha, who had been serving in an acting capacity since 2019, when the substantive Director, Charles Ouma, resigned. He was recruited through the Public Service Commission following an April 2022 presidential directive to KCCA to fill all critical vacant positions for better service delivery.
He now replaces Dorothy Kisaka on an interim basis after she was sacked from the top position on Tuesday over alleged negligence related to the Kiteezi landfill disaster.
Meanwhile, among the other new interim appointments, Nowera Robert, who is the Director of Revenue Collection, has been appointed Deputy ED, replacing David Luyimbazi.
Saarah Zalwango Karen, who has been the acting Deputy Director of Public Health, is now the Acting Director of Public Health, replacing Dr. Daniel Okello, who was also sacked earlier this week.
