Assistant Commissioner of Police (ACP) Rusoke Kituuma has been appointed as the new police spokesman. He replaces Senior Superintendent of Police (SSP) Fred Enanga, who has been appointed the deputy director for Interpol. Enanga has been the police spokesperson for nearly seven years.
ACP Kituuma, who recently graduated with a Master of Arts in Peace and Conflict Studies, will be deputized by ACP Clare Nabakka, who has been deputizing for Enanga ever since Commissioner of Police (CP) Polly Namaye went on a course at Bwebajja Command and Staff College.
Prior to his appointment, ACP Kituuma was a member of the Police Council, a role he assumed in 2023. The committee is assigned to recruit, appoint, and promote police officers up to the rank of Inspector of Police.
He has also been the Regional Police Commander of the Rwizi policing region. He previously served as Regional Police Commander in East Kyoga and Busoga East, and as Manager of Security and Enforcement at KCCA.
In other changes, Commissioner of Police (CP) James Ruhweza has been appointed deputy to the new director of Operations Services (OPS), SSP Frank Mwesigwa.
SSP Stephen Tanui, who has been Kampala Metropolitan Police Commander, has been appointed deputy director of Fire and Rescue Services. He will deputize AIGP Fadhir Kamali, who replaced AIGP Joseph Mugisa, whose contract wasn’t renewed.
CP Sarah Kibwika, who has been commandant of the Professional Standards Unit (PSU), has been appointed Commissioner in charge of Human Resources Management (HRM).
Kibwika has been replaced by SSP Christine Nanding, who has been serving as deputy director of the Legal Directorate.
The changes come a few days after the new Inspector General of Police (IGP) Abbas Byakagaba held a meeting with President Yoweri Museveni at State House in Entebbe.
