2027 AFCON: Parliament approves Shs152 billion for Hoima City Stadium construction

Parliament has approved a budget of Shs152 billion for the construction of Hoima City Stadium by the National Council of Sports (NCS) in preparation for the 2027 African Cup of Nations. The funds will be drawn from the Petroleum Fund.

“We won the PAMOJA bid with Kenya and Tanzania; all the other countries are already constructing their stadiums. Uganda is the only country that is still behind. If we don’t move faster, like we did with Namboole, that bid might be taken away from Uganda,” said Speaker Anita Among during the debate.

The money will be disbursed to the contractor, SUMMA, a Turkish company, as part of the 30% advance payment to enable the commencement of stadium construction. SUMMA has built over 180 stadiums worldwide.

The stadium is expected to be completed before the December 31, 2025 deadline set by the Confederation of African Football (CAF).

Earlier this year, the State Minister for Sports, Hon. Peter Ogwang, led the contractors, FUFA, and NCS officials on a site visit to Hoima.

However, the contractors will need to conduct a feasibility study to assess the soil type, topography, and other factors to prepare a report and present the design before finalizing the contract.
