In the forthcoming financial year 2024/2025, the government is earmarking Shs35.075 billion for initiatives aimed at mindset change and community mobilization.
This allocation is part of the National Budget Framework Paper totalling Shs52.7 trillion, which the government has proposed before parliament for approval.
Henry Musasizi, the Minister of State for Finance (General Duties), said that the priority areas for the 2024/2025 budget, include investing in people, roads, peace and security, electricity generation and transmission lines, and effective management of natural disasters.
The designated Shs35.075 billion for mindset change and community mobilization will fund activities such as the monthly emoluments of cultural leaders to mobilize Ugandans in embracing government programs.
Additionally, the funds will be utilized for the promotion of national ideology, the advancement of local languages and Kiswahili, the mobilization of young people through patriotic clubs at schools, and the implementation of a National Youth Service Scheme.
According to Musasizi, the Shs52.7 trillion budget will be financed through improved revenue collection and controlled borrowing to reduce debt servicing costs while supporting faster socio-economic transformation.
The implementation of public financing, including Public Private Partnerships, will also be employed as a strategy to fund the 2024/2025 budget.
