Four-time presidential candidate Dr. Kizza Besigye has expressed his belief that Uganda is currently facing a governance crisis.
While appearing on NBS TV this morning, Besigye stated that President Museveni has extended his influence to every vital government institution, effectively consolidating power in a way that undermines the autonomy of these organs.
According to Besigye, Museveni’s control extends to the Parliament, which he referred to as a “Museveni Parliament,” and the Judiciary, claiming it is under the singular influence of the president.
He went on to assert the existence of a “Museveni bank,” suggesting that even financial institutions, specifically mentioning the Bank of Uganda, are not exempt from the president’s control.
“There is no Ugandan Parliament. There is a Museveni Parliament. There is a Museveni Judiciary. There is a Museveni bank which would have been the Bank of Uganda,” Besigye stated.
Besigye also commented on the management of the capital city, Kampala, stating that Museveni has taken over its governance and is directing it according to his preferences. He went as far as claiming that there is no Lord Mayor of Kampala, asserting that Mr. Museveni has assumed control over the city and is managing it alongside his appointed ministers.
“There is no Lord Mayor of Kampala. The Lord mayor is Mr. Museveni who took over Kampala. Kampala city is managed by Museveni with his ministers of Kampala,” said Besigye.
He added, “Managing a country, managing a city, or governance requires meticulous planning. You must plan and implement those plans. We now have a city that frankly does not run on any plan.”
