The Inspector General of Police (IGP) Martin Okoth Ochola has made changes in three directorates of the Uganda Police Force.
Assistant Inspector of Police (AIGP) Edward Ochom has been appointed Police Director of Operations. He replaces AIGP Asuman Mugenyi who retired last week, and he will be deputized by Senior Commander of Police (SCP) John Nuwagiira. Ochom was the Director of Criminal Investigations before being replaced by Grace Akullo in 2011.
During a cadet passover in Masindi District in 2015, former IGP Kale Kayihura accused Ochom of being incompetent.
The then Police Chief said that Ochom who was the Police Director for Research and Planning couldn’t carry out a simple task of documenting the history of Police and that the institution had to hire a private company to do it.
Ochom was also among the senior Police officers in 1999 who were unearthed in the Judicial Commission of inquiry led by Justice Julia Ssebutinde for usurping the powers of the Director of Public Prosecutions, forgery and altering of documents.
AIGP Andrew Sorowen has been moved from Directorate of General Duties to the Directorate of Welfare and Production as Director.
During John Kisembo’s reign as IGP (1999 – 2001), Sorowen headed a strong Mobile Police Patrol unit. He also served as the Kampala Metropolitan Police commander and Regional Police commander Southern region.
Senior Commissioner of Police (SCP) James Ochaya is the Ag Director of Research, Planning, and Development.
