On January 13 this year, former Deputy Governor of Bank of Uganda (BoU) Dr Louis Kasekende unceremoniously handed over office to the Governor Tumusiime Mutebile.
His replacement was anticipated to be named with immediate effect but until now, the appointing authority which is the President, Yoweri Museveni has not yet done so.
Igara County East Member of Parliament Michael Maranga Mawanda who is drafting the BoU Amendment Bill 2019 has today raised alarm asking why the position of the Deputy Governor is vacant. This has prompted the Speaker Rebecca Kadaga to immediately take action by summoning the Minister of Finance, Matia Kasaija.
Kadaga has instructed Kasaija to appear before Parliament next week on Thursday to explain when they are appointing Kasekende’s replacement.
The Speaker wondered how Mutebile is managing to take on his responsibilities as a Governor without a deputy.
“I am concerned about this crisis, therefore I hereby order the Minister of Finance Matia Kasaija to appear before Parliament to tell us when the Deputy Governor is going to be appointed,” Kadaga said.
Kasekende’s contract expired recently and President Yoweri Museveni refused to renew his contract.
Kasekende was once tipped to be elevated and replace Mutebile once the latter’s contract expire next year, but his fate fell short when the Parliamentary Committee on Commissions, Statutory Authorities and State Enterprises (COSASE) cited him as one of the top BoU officials who participated in the deceptive sale of seven commercial banks.
