The Executive Secretary of the Departed Asians Property Custodian Board (DAPCB) George William Bizibu has been accused of land grabbing.
The land in question is located in Ssisa Estate in Wakiso district and it reportedly belongs to Ladha Kassam & Company Ltd whose ownership documents dates back to July 4, 1955. The company says they momentarily lost the land when Idi Amin expelled all Asians from Uganda, but repossessed it in 1991.
The company now says that Bizibu has recently claimed 130 acres of the land in the disguise of putting it under DAPCB management.
“Our client has learned that DAPCB through its executive secretary is fraudulently laying claim on our client’s land through a letter enclosed herewith,” reads a July 26 letter by the company lawyers, Lwere, Lwanyaga & Company Advocates, to the Land Protection Police Unit (LPPU).
Supporting documents also include a certificate authorising repossession dated November 21, 1991, signed by the then Finance minister, Dr Crispus Kiyonga. The land was originally registered as Freehold Register Volume 3 Folio 15 Busiro Block 408 Plot 3 land at Ssisa.
DAPCB was put in place to help manage and protect the property of the evicted Asians as well as helping them repossess it when they come back to Uganda. It is rather disturbing that some members from the top management of the board are rather doing the opposite of what they should be doing.
