MP Niwagaba to introduce Private Member’s Bill in Parliament that seeks to reinstate presidential term limits and check on activities of the Electoral Commission

Today in parliament, Ndorwa County East Member of Parliament Niwagaba Wilfred has moved a motion seeking leave of Parliament to introduce a private member’s bill entitled “The Constitution (Amendment) Bill, 2019.”

Niwagaba says that the bill is inspired by the Constitutional Court’s recommendation to overhaul the electoral law and align it with the guidelines of free and fair elections.

In one of the clauses, the bill seeks for the reinstatement of presidential terms limits, replace the office of vice president with the office of the deputy president and repeal the office of Prime minister.

It should be remembered that the presidential term limits were removed from the constitution by the 7th Parliament in 2005.

“Our proposal seeks to check the character and nature of Electoral Commission. We seek to establish proper democracy through fair and free elections. For us to have free and fair election, outcries of the citizens on electoral reforms have to be aligned with the current electoral legislation,” Niwagaba said in Parliament today.

Among other clauses, the Bill seeks to provide for the involvement of the Judicial Service Commission in the appointment of members of the Electoral Commission.
