While appearing at the “Militarizing Public Service in Uganda – A Solution to the Governance Crisis?” debate held at the Makerere University School of Law yesterday, government spokesperson Ofwono Opondo revealed that government could consider handing over the management of the University to the army.
According to Opondo, constitution mandates the military with operational powers to run government institutions.
“It is constitutional to have the army run institutions of government and save them from collapsing,” stated Ofwono.
“There’s no military here but students are running away. You can’t calculate numbers of students here. You can’t count revenue you get from your students. Now, wouldn’t it be better if the military was seconded to come & run Makerere University for you?” he added
